Difference Between 6: Phrasal Verb vs Idiom

Phrasal Verb is a verb and one or maybe two other words usually small words like up, off, to etc.
Examples:
sit down, stand up, look after etc
look after = to take care of
e.g. She is looking after her child.

Idiom is just a group of words that has special meaning to. It doesn't need to have a verb.
Example:
on cloud nine = really happy; overjoyed
Some idioms are a full sentence. And they could have a verb.
Example:
It takes two to tango.
Meaning: certain actions or activities cannot be performed alone or they needs two.
e.g. she may want to argue, but it takes two to tango and I won't stoop to her level.

Note: here again 'stoop to' is a phrasal verb meaning to lower your moral standards by doing something that is unpleasant, dishonest or unfair.

If one doesn't know if its a phrasal verb, idiom, expression, proverb, saying or any term then one might ask to nearby person or people: I'm not familiar with that term. Can you tell me what it means?
Because difference among these terms is not important. The meaning of the term is only necessary to use it correctly.
